West Valley Police Chief Russo is pushing an initiative in the department called Start By Believing. Start by Believing is a public awareness campaign designed by End Violence Against Women International (EVAWI) to change the way we respond to rape and sexual assault in our communities. This program was started to help those affected by sexual violence feel heard, welcomed and believed so they can start the journey to recovery.

Their goal is to pave the way for survivors to achieve justice and healing, so the decision to come forward and seek help is a safe one. Their vision is to end the cycle of repeat offenses and assure that rapists are held accountable for their crimes.
